		<description>Most dealers aren&#039;t participating in the program yet.  There are too many unanswered questions as to what qualifies and exactly what needs to be done.  If the dealer gives you the $3500 or $4500 trade in value, and it turns out the car doesn&#039;t qualify, they will not be reimbursed by the government.

That being said, the program will go by the MPG listed on the government website.  It doesn&#039;t matter what the owner believes the gas mileage is, they are going to use the data provided by the website.

Smart dealerships are going to be very careful about qualifying these cars.  If they take in an old car that isn&#039;t worth anything, and pay $4500 for it, then send it to the junkyard (as they are required to do), and can&#039;t be reimbursed by the government, they will lose a TON of money.
