You can use the Qualification Calculator on Ford's Cash for Clunkers website. It will tell you what you qualify for.

91 Celica may not qualify.

Of course they do a credit check. You still have to qualify to buy the car if you are financing. Or, pay cash and not get a credit check. Yes, the money is treated like a down payment.

How much would you pay??? The selling price of the car, plus taxes and fees, minus the $4500 (if you qualify)
References :
No they didn't vote and pass it yet, although the house and senate and Obama have basically agreed on it so it will very possibly pass this week. The House passed it. Even after it's passed and signed, and it looks like it will be, it'll be a few days or a week before the correct details are available in any intelligible form.
References :
Celica is a small, fuel efficient vehicle. Therefore, it does NOT qualify.
References :
Most dealers aren't participating in the program yet. There are too many unanswered questions as to what qualifies and exactly what needs to be done. If the dealer gives you the $3500 or $4500 trade in value, and it turns out the car doesn't qualify, they will not be reimbursed by the government.

That being said, the program will go by the MPG listed on the government website. It doesn't matter what the owner believes the gas mileage is, they are going to use the data provided by the website.

Smart dealerships are going to be very careful about qualifying these cars. If they take in an old car that isn't worth anything, and pay $4500 for it, then send it to the junkyard (as they are required to do), and can't be reimbursed by the government, they will lose a TON of money.

Most cars will NOT be eligible for this program. Only really old cars, mostly trucks.
References :
Many years in auto sales and finance
